The GMs are the real makers of the games. They set up the plots for a certain game. The Council serves as the checker of the plots to see that they do not strictly violate other artists' work. This includes all previously written material and the predefined framework of the saga. The framework means rules as well as the general feel of the saga. So if the saga is defined to be parodic but paranoid, nobody will be allowed to spoil it by straight farce or brute force (munchkinism).
The work of the Council is made possible by making a database out of all relevant texts of the saga. The database will be available in the internet and offer public information of players' choice and GMs' discretion as well as password-protected total saga and group outlines, history and character data available to the GMs and the Council only. The GMs are responsible of basing their work on the written facts and will contact the council only on any noteworthy changes and additions to the database.
